In 1977 Julian Smith and Frank Sobey discovered a derelict warehouse on the quayside of a sleepy Devon harbour. They recognised its potential as the base for a watersports and outdoor activities shop and school. Harbour Sports was born on Paignton Harbour in Torbay within the year, based on their expertise and experience in these sports
